Monitor
| An oddity among ships, the Monitor is the result of the line of thought that 'sometimes the best defense is indeed the best defense'. Features turret mounts angled to provide wide arcs and a unique 'flux shunt' modification to its power systems specially constructed to relieve flux generated by shields. Indeed, the Monitor makes up for a lack of maneuverability and firepower with the ability to withstand prolonged bombardment from enemy ordnance.
Though its experimental nature is perhaps a sign of the innovation that eras of turmoil seem to inspire, whether the Monitor�s radical defensive focus is a boon or pitfall remains contentious. Several dramatic failures in convoy protection patrols were explained by Ko Combine PR representatives to be the fault of improper tactics employed by convoy commanders. Ko Combine maintains that when positioned correctly in a combat situation and supported by strike-craft - as the anvil and hammer, respectively - simulations demonstrate that the Monitor significantly enhances convoy survivability against the average pirate attack. Overview
The Monitor-class frigate is a heavily-shielded midline design notable for possessing a unique Flux Shunt hullmod, allowing it to keep its Fortress Shield ship system up indefinitely, making it virtually invulnerable. It is primarily fielded by the Persean League.

Tips and strategies
The following section contains user-submitted suggestions, these may be inaccurate or outdated.
The two small universal mounts can be fitted with Light Mortars or additional PDs in order to sync up the one second firing delay with the built-in Flak Cannons. This is particularly useful for AI control who can then reliably flicker the Fortress Shield system off just long enough to fire a salvo before snapping it back up, producing maximum survivability with some damage threat. Recommended to set all weapons in the same weapon group and linked when using this build.
It is no longer as powerful as it was when it could mount Safety Overrides, but with a well-skilled officer the "immortal" Monitor build can still be made. The key skills for this are Ordnance Expertise, elite Systems Expertise and elite Field Modulation on the officer, and Flux Regulation and Best of the Best as player skills. The build is as follows: 15 vents, Shield Conversion - Front, Stabilized Shields and Flux Distributor S-modded, Hardened Shields normal, and the remaining 10 OP spent on weapons. This gives the Monitor, assuming 240 DP or less of combat ships in the fleet, (120+(15*10)+(1.5*10)+40)*1.1=357.5 flux dissipation, of which 70%, or 250.25, is available as hard flux dissipation with the shields up. The Fortress Shield causes 100 hard flux per second, so 150.25 incoming hard flux per second can be dissipated. With a total shield efficiency at 100% CR of 0.042 with the Fortress Shield up, and only 90% of shield damage turning into hard flux thanks to S-modded Stabilized Shields, this build can withstand 3988 incoming anti-shield DPS continuously, which is for example almost the average DPS of four Storm Needlers. Even without Best of the Best, and then with either Shield Conversion - Front or Extended Shields mounted normally, only about 10% of the shield-tanking ability is lost.
