Smelting plants here convert ores and transplutonic ores into metals and transplutonics, respectively. Teleoperated robotics are used to handle the most dangerous tasks, usually.

Refining is an industry. It can be built on any Colony.

Construction

Refining costs 225,000¢ and has a build time of 90 days.

It will refund 168,750¢ when shut down.

Upkeep

Refining has a base upkeep of 1,500¢ * (colony size - 2).

Effects

Refining increases Pather interest by 2.

Refining demands to following commodities;

A shortage of Ore will reduce Metal production by the same amount, and a shortage of Transplutonic Ore will do the same to Transplutonic production.

Refining receives the following perks from the assignment of an AI Core:

Additional Buffs

Installing a Catalytic Core will increase the production of both Metals and Transplutonics by +3 units each. However, since this requires the world have no atmosphere, it may not be worth choosing such a world depending on the hazard rating and it's impact on profitability.

You can also invest Story Points once per Refinery to increase production by +1.

That being said, if for some unknowable reason you need 10 Transplutonics, this is the only way.

4 Base at Size 6 Colony + 3 C. Core + 1 Industrial Planning on Administrator + 1 Alpha Core + 1 Improvement = 10

The Story Point improvement can be skipped by using an AI core to reduce 1 unit of demand.
