Transplutonics are produced by the Refining industry (pop size - 2).

They are demanded by Heavy Industry/Orbital Works (pop size - 2).

For Transplutonics to be produced, the Refining industry requires Transplutonic Ore, a relatively common material found in varying quantities on most planets.
