This can occur on salvaged ships and commonly occur on pirate ships. It can be removed by restoring the ship.

Patch 0.95.1a: Now also reduces maximum combat readiness by 5%
Patch 0.95a:
- Reduced crew required increase and supply consumption increase
- Now also reduces maximum combat readiness by 5%
- Does not show up on automated ships
Patch 0.9.1a: Increases supply consumption by a percentage instead of a multiplier
