A Rocky Ice World is a Planet type that can be found within the Persean sector.
They are typically found in the other reaches of a system, or anywhere within a system without a source of light or heat like a Black Hole system or a Nebula system.
Resources
Rocky Ice worlds are guaranteed to have ore deposits and sometimes can have rare ore deposits too.
These planets typically have:
Sparse (-1) to 
Abundant (+1) ore deposits, though rarely can also go up to 
Ultrarich (+3).
Sparse (-1) to 
Abundant (+1) rare ore deposits, though rarely can also go up to 
Ultrarich (+3).
Varying degree of Ruins can also be found.
Market conditions
No Atmosphere (+50% hazard rating) will always be an attribute of Rocky Ice worlds.
Rocky Ice worlds will always have either 
Cold (+25% hazard rating) or 
Extreme Cold (+50% hazard rating).
Rocky Ice worlds will usually have either 
Poor Light (+25% hazard rating) or 
Darkness (+50% hazard rating), though also neither.
Other market conditions that can appear are:
Low Gravity (+25% hazard rating & +10% accessibility)
High Gravity (+50% hazard rating & -10% accessibility)
Decivilized (+25% hazard rating) on rare occasions
It can also have:
Irradiated (+50% hazard rating) if it's in a sole Neutron Star system.
Colony
Rocky Ice worlds primarily serves as a host to the Mining Industry, and by extension Refining too.
Planets with at least both abundant ore deposits & abundant rare ore deposits can achieve self-sufficiency in Refining demands with the aid of an Administrator with Industrial Planning.
A Commerce can also be used to capitalized on the income from Mining & Refining.
Special items
An Autonomous Mantle Bore is of great use on a Mining Industry.
Refining can benefits even further from the use of a Catalytic Core as Rocky Ice worlds are guaranteed to have No Atmosphere.
A Synchrotron Core benefits from this too and enables Fuel Production as a lucrative Industry.
Orbital Fusion Lamp can be used to counteract the increased hazard rating from Cold or Extreme Cold and Poor Light or Darkness.
And as with all non-habitable worlds, a Heavy Industry/Orbital Works with a Corrupted Nanoforge/Pristine Nanoforge can work well too if the hazard rating is low enough or if needed.
